Is it normal to feel pain during a dental implant and sinus lift?

My mother got three dental implants and a sinus lift yesterday. I was driving her home after her surgery and knew to expect her in some pain but was not prepared to find her in tears with one of the dental assistants comforting her. This was the first time, in her 20 years attending the same clinic, that she has ever walked out crying. We knew to expect pain after the anesthetic wore off, since we researched the procedure well before she made her decision and this was the second operation that we had scheduled. However, what we did not expect was for her to feel pain during the procedure. When she tells me that she's crying, not from how she felt then, because she felt much better, but because of the pain during the surgery, I was immediately concerned. I've not read anywhere any mention of having sharp pain along with the pressure that is expected. I was also very disconcerted to hear that heven had told her that her request for a stronger anesthetic before the surgery started to be declined because it was "not necessary", despite her having told him that the discomfort during her last surgery was bordering on pain. He said that most she would feel discomfort. As he was starting, she told him that he might need to wait a little because she didn't think the anesthetic was working yet, but he told her to just lift her left arm if she felt pain. She tells me how the dental assistant held her hand and comforted her and that despite raising her left arm several times, and at one point both, he continued saying she was fine and not to lift her right arm. He did not stop the operation despite the signal he chose or even gave her more sedatives besides the 3 local anesthesia injections that she said she didn't think were working. About 20 minutes in she says that on a scale from 1-10 (ten being in agony), she was at about a 7-8. By the time she walked out of the room she was in tears, in part from the pain, and also from having been caused pain despite her urges to make it stop. When we asked him why she had experienced so much pain during the surgery, he told us that it was normal. I found this difficult to believe considering all the research we had done preceeding the operation and the fact that he told her that she would not be feeling anything during the surgery. I asked him, then, why he did not stop to check why the local anesthetic was not working or try a different setative. He told me that it was not a painful procedure, and that he did not have any available. I ask again why I had not heard or read mention of pain while he was operating, and he tells me that it was because she was also having the sinus lift done. Which as far as I understand should also not be painful. He then tells me that it's normal to have mild pain along with the pressure during the operation and that it was not as strong as a 7-8 on the pain scale. When I ask him how he can be so confident he knows more about how much pain she was in,than her, he tells me he has 30 years experience, and that it was common. Still unconvinced, I ask why I have never heard of pain during surgery, even when having a bone graft or sinus lift. Or why he would not give her more when she was signaling him, he tells me that he was moving quickly and there was no need.That any dentist would tell me that it was normal.I tell him that I will have to do that, and he adds that she was also probably imagining it was more painful than it was because of the noises involved. I ask him at this point how he cheked to ensure the anesthetic was indeed working despite her telling him she could feel sharp pain and scratching when he was screwing in the implants and he told me that I was just looming for an argument. At this point I decided to take my mom home. I know I was upset,but despite my feelings, the idea that thus was normal does not make sense to me. So I want to ask denrists'," was it really normal for my mom to FEEL PAIN DURING the dental implant/ sinus lift?"
